It appears that the CCTray now displays the NEXT build label in the column called "Last Build Label". The build logs use the next build label number while the executables get the correct build label.

This change happened after I upgraded to 1.3. I noticed that the state files for source control branches I have build after the upgrade no longer maintain the same value for
 <Label>620</Label> and <LastSuccessfulIntegrationLabel>619</LastSuccessfulIntegrationLabel>.

This greatly confuses our build monitoring process. If there is a configuration change required to syncronize the build numbers with version 1.3 it should be added to the release notes. If it is a bug, it should be fixed.
